Presumably English speakers have no problem distinguishing "berry"
(Lojban spelled: beri) from "bay-reef" (Lojban spelled: beirif).

The context that causes problems for English speakers is not just "r"
after "e", but end-of-syllable -er/-eir, because neither of those
occur in English.

If I were to suggest a way of approximating those, I would say to use
the distinction between "pear" and "payer". Those are best Lojbanized
as "peyr" and "peiyr", but since y does not occur in those contexts in
Lojban, that should not cause too much trouble. Of course it's best if
you can avoid the intrusive "y", but at least it won't cause any
ambiguities.
