I don't see how they are the same. su'o is a small amount more than no, not pa. su'e is a an amount less than ro, not pa (pisu'e would be an amount less that pa).
But since the cmavo list version of these cmavo does not indicate a default, I have no strong attachment to changing that default (which I presume Cowan added in CLL, but didn't carefully analyze the meaning of in doing so).
