[bpfk] BPFK pages voting system

I never understood the purpose of the voting system on BPFK pages.

1.People should vote for particular definitions, not for the whole page.

2.Changing a pages doesnt annull votes. da'isai I can empty the page and you will still approve of it?

Instead, pe'i Elephant must be restored probably in the form of better voting systems.

JVS in fact has a (not a perfect one but still) implementation of it.
