The "see also" gismu are not meant to be in any strict association with the UI, they are just related meanings, they don't have to be unique nor be uniquely associated with a single UI.
 
I'm not opposed changing {e'e} to "provoke" meaning but it needs to be defined what is the predicate of both of them.

I wouldn't say that provocation is the main use of ".e'e", although it could be used for that.  The e-series attitudinals are used to express an attitude towards some action to be performed by (usually but not necessarily) the addressee. How about some zi'evla based on them:

e'ande: x1 lets/allows/permits x2 to do/be x3 (cf. curmi)
e'ende: x1 exhorts/encourages/motivates x2 to do/be x3 (cf. talsa)
e'inde: x1 instructs/indicates/commands x2 to do/be x3 (cf. minde)
e'onde: x1 requests/asks x2 to do/be x3 (cf. cpedu)
e'unde: x1 suggests/advises x2 to do/be x3 (cf. stidi)

e'anmo: x1 lets/allows/permits x2 to happen (cf. curmi)
e'enmo: x1 exhorts/encourages/motivates x2 to happen (cf. talsa)
e'inmo: x1 instructs/indicates/commands x2 to happen (cf. minde)
e'onmo: x1 requests/asks x2 to happen (cf. cpedu)
e'unmo: x1 suggests/advises x2 to happen (cf. stidi)

These could also be extended to many other UIs: uinmo, uenmo, u'inmo, etc
