[bpfk] changing the definition of {ge'u}

Currently:

 ge'u      GEhU     end relative phrase                       elidable terminator: end relative/modal phrases; usually elidable in non-complex phrases

Proposed:

 ge'u      GEhU     end relative phrase                       elidable terminator: end GOI relative phrases; usually elidable in non-complex phrases.

Reason:

The English definition included an _expression_ "end

relative/modal phrases", but {ge'u} does not terminate modal phrases

according to the formal grammar described in yacc and/or peg. Replace

this part with an _expression_ "end GOI relative phrases" so that the

definition agrees with the formal grammar.
