It seems to me that, if "tu'o" had been allowed to mean "no number is
meaningful here", instead of being hijacked into meaning "One!!", then
something like lo tu'o broda could signify a lump of substance.

That's what I understand tu'o to mean, the PA equivalent of zi'o. Perhaps not so much "no number is meaningful" as "no number is pertinent". Sometimes a value is meaningful in a zi'oed place, but it is just not pertinent to the relationship being expressed.
