Not at all. Without further specification, there is *some* doctor that
is acceptable, but there is no saying which one it is. If you say
"mi nitcu lo mikce", then the only way to falsify this is if you
reject *every* doctor as not the one you need.

Most languages are dramatically underdescribed, and at least one is
dramatically overdescribed. Still other languages are simultaneously
overdescribed and underdescribed. Welsh pertains to the third category.
