What's the difference? Aren't their properties identical?

Maybe sometimes they are, English uses those expressions in different ways. I meant things like "the average couple has 1.5 children" but couples in general don't have 1.5 children. In general they have an integer number of children including possibly zero. The average couple does not have zero children, but couples in general can have zero children.
