There's no rule that says that a Lojban word has to have the same semantic
range as an English word. Lojban and English don't even divide the major
parts of speech the same way.

"konbi'e" (cone+wind) is just one way to get across the idea of 'tornado', but certainly not the only way.  "carbi'e" (spin+wind) identifies another (perhaps more) salient characteristic of a tornado than the shape.  It could also refer to hurricanes, water spouts, and dust devils, too.
