wiki.lojban.org is better for that.

Not that I'm aware of, but many current Lojbanists are very
interested in that area.

Time, money, and skill. In order of importance.
For example, it takes a *tremendous* amount of time to record and
mark up enough speech to make a good TTS system.
STT is even harder; it *should* be possible to use Lojban's
structure to make shortcuts here, but I don't think any current
Lojbanists know enough about the field to do it.

I think so. We'd love to have more CS people working on relevant
projects.
As an aside, there's a guy right now who's seriously investigating
Lojban for RDF and the semantic web (two areas I know nothing about,
myself).
