In a subtle sense we don't have exactly 16 of them.  The names for the ten
digits zero to nine are of a different form than the names for the six
digits A to F.

The first ten names are all of the form CV, whereas the next 6 are all of
the form CVV.  What we really have is a basic set of 10 digits, supplemented
by an additional set of 6 digits for those times when we need hexadecimal.
