Yes, it's an MS-DOS program that you need to download. You can find it on
http://www.lojban.org/resources/tools.html under "Logflash files" as
"logflash.zip" (for learning gismu) or "logfl3.zip" (for learning cmavo).

I only know of that version of LogFlash.

I don't think that there are other implementations of LogFlash, but there
are other programs that people use to learn Lojban vocabulary.
A popular one seems to be SuperMemo; you can download a free copy of an
older version from http://www.supermemo.com/english/down.htm .
Note that LogFlash *only* teaches gismu or cmavo (depending on the version);
SuperMemo can be used to learn just about anything that can be put in
question-and-answer format.
