  "la" would be correct in basically all the cases where you are talking
about a country by itself (something like "American policy" or "the
Canadian government" on the other hand, would use a different gadri).
But don't forget that the last two articles were written by someone who
specifically says in their bio page  that their knowledge of lojban
grammar is incomplete.   In any case, going to wikipedia as a final
source for anything, not the least of all lojban, is a risky business at
best, since it can be touched by anyone (and in lojban, there are, of
course, fewer editing eyes than there are for, example, English
wikipedia).
