  Yes, it could theoretically be, but luckily for us there is "lo pa
kadnygu'e" (the single Canada) in this universe.  But on the other hand,
if you think of the possibility of alternate universes, each would have
a "lo kadnygu'e" which really is _a_ Canada.  You don't even have to go
that far.  In our own world, we have two Koreas, two Congos, two
Carolinas, three Americas (North, South, Central), two Indies, formerly
two Vietnams and two Germanys and two Pakistans, etc.  Each one could be
describe with "lo" if there were a brivla that meant that particular
country/region/state ("lo dotygu'e" 30 years ago would mean either the
FRG or the GDR).
