Yes.  As I said before, it's not a question of who is "allowed" to,
but of how broadly understood you will be.  In this case, I can't
imagine anyone failing to understand you.

You seem to be confusing "entry into jbovlaste" with "official".
There is no such thing as an official lujvo (yet; maybe some day
there will be a printed dictionary with them, but not today);
jbovlaste is a community project that is treated as central, but
there is no particular official-ness to it.

If what you meant to ask was "So how does a newly constructed lujvo
get into jbovlaste?", the answer is:

Someone with jbovlaste write access adds it.
