Yes.

Yes, certainly, Nick did that. But it's way easier if you can learn together 
with somebody and in general, practice oral communications. Skype and other 
VoIP ways are easy to use and pretty useful for that.

Depends entirely on you. I was a slow learner, I have been interested in 
Lojban since winter 2004/2005.
