It is my opinion as one who is still a beginner (once I nail the pronunciation of 'c' and get through the rest of l4b I'll consider myself "low intermediate") that we need more picture books. The only picture book I've found is

My neighbour who speaks decent French has a copy of "the hungry caterpillar" which he found useful as a learning tool, probably because it helps to connect words to pictures, and recalling it from his own childhood. I think that well known picture books like these would be the best tools, but we may struggle with copyright issues.
On the other hand, we can be creative and create our own picture books. If the pages are made in open office presentation then we can save them as webpages or in flash format or as separate images. A google search for royalty free clipart gives many hits. I'll have a stab at this in a bit and we'll see how it goes.
