I know that it is a container-format, however I didn't expect people to use speex (it isn't used that much on the internet).

ogg is just a container format, and can contain files packed with
multiple codecs (so can wav, for that matter). While winamp probably
comes with a Vorbis codec, I'm pretty sure it doesn't ship with speex
out-of-the-box. Not that there isn't a plugin available.
