Yes, if you look at it like that, those words are illegal because every
Lojban word must end in a vowel or a period ...

Every word must end in a vowel or a pause. The period is an optional
way to remind the reader that a pause is required, but it is not necessary
to write it down because every word that ends in a consonant must be
followed by a pause, so there is no ambiguity if you omit the period.

I wonder if extreme examples such as {ptkts} (a Nuxálk word
mentioned in Wikipedia) would be accepted as avalid cmevla.

There's no definite official rule for that yet, but I would say it won't
be allowed. A cluster that consist of a single consonant plus a valid
initial however (such as "pst") is valid.
