Stage 3 fu'ivla always start with CVCC-r-C, CCVC-r-C or CVC-r-C,
so they never start with a vowel.
But stage 4 fu'ivla (those that don't have a rafsi classifier) can start
with a vowel.

No ambiguity in parsing is ever permitted.
