Yes, without any context, I would say that the speaker's here-and-now
is the most likeley candidate for a reference point.

Maybe it's easier if you think of {ze'a gunka} as a separate verb,
say "belabor", and then {pu zu} as the tense marker for that verb,
{pu zu ze'a gunka}.

Compound tenses don't seem to be used very much anyway.
