Not necessarily. {ralju} means principal/leader/chief/main, and is not  
necessarily where the seat of government is.

New York state is an obvious example where Albany is the trutca, but  
NYC is the raltca. In Brazil, Brasilia is the trutca, but the raltca  
is probably Rio.
