According to the gi'uste, it would actually mean "this is a bottle *for*
beer", it could be empty, or filled with water. But in fact I expect your
sense is what's most sensible.
There doesn't seems to be any consistency in the way containers
are handled by the official definitions. We have "bottle *for* contents",
"bucket *of* contents", "basket *with* contents".
