The reader/speaker chooses the consonant. We already have such a
shceme where /r/ can be either [r], [Ê], [É], [É], [Ê], [É], [Ê], or
[É], for instance. So why not having a rule by which to interpret /-/
as any legal Lojban consonants? The idea is to be able to preserve, to
make distinguishable, the original form of a name as much as possible.
