It's as free as any other free modifier (UI, COI, subscripts, TO/TOI, "{.y.}",
etc.).

That's completely syntactically correct, as would be "{be la sei merja'a
.barak.obamas.}."  However, "{sei}" is used to make a metalinguistic comment
about the sentence itself, not about the subject matter of the sentence.  A
better way to translate the above would be "{la poi merja'a .barak.obamas.}."
