  kelci'e (or more canonically, (that is, appearing in the gismu list) ci'erkei) is a game (from (se) kelci+ciste -> play(ed with) system).  The other part switches the orders around so that it would be "x1 x2 x3 x4 x5 sevetevexeseteve  broda" would be the same as "x3 x5 x1 x4 x2 broda".  The sentence basically translates to "a shell is a game component" (playing off Brett's mention of a "shell game")
