The grammar of SEI phrases is:

   SEI [terms [CU]] selbri /SEhU/

The selbri is not optional, there has to be a selbri within "sei ... [se'u]"

"to li'o toi" is grammatical, any valid text can go within "to ...
toi", including the null text, and it can go almost anywhere, so for
example "sei cusku to li'o toi se'u" is grammatical.
