hmmm, so does "X other than Y" imply that "Y"?  When I try to think of solid examples it seems like it does, but looking at it in the form "X other than Y" it looks like it really wouldn't.  It looks like it's saying "select some X from some area excluding any Y".  Which certainly doesn't imply any truthyness about "Y".

I think it's an issue of topicality.  "X other than Y" reduces the topicality of Y, almost to the point of dismissal, in relation to X, while "X and Y" treats the two as almost equal, with only the fact of X occurring before Y to indicate that X is slightly more topical than Y.
