Assuming that this someone has already learned the pronunciation rules
of Lojban, which (s)he should before getting to that part, I found it
quite improbable that a word which is pronounced ['fa?ki] should make
him... "fantasize" about the meaning of that word.


I think you have misunderstood.
I interpret the comment to mean that the combination of "facki" (discover) and "cnino" (new) is redundant.  If something is discovered, it's new, and that fact doesn't need to be stated explicitly; it's inherent in the meaning of "facki".  
I think I agree.
