[lojban-beginners] problem with cmavo {zei}. Can it be mixed with {zei} rafsi?

Look at this example from jbovlaste.

simfoni zei pagbu - p1 is a movement of symphony number k3 in key k4 composed by k5.

I wonder whether in spoken pauseless speech

it can be mixed with 

simfoni zeipagbu  - which can be intrepreted as "symphonical crime-part".

Do you have any explanation or solution?
