Not quite. You need {noi} and {zi'e} to connect descriptors that way:

{la daraiavauc noi nolraitru banli zi'e noi nolraitru le nolraitru zi'e noi nolraitru le gugde zi'e noi bersa la victaspa'as zi'e noi me la xaxamanic zi'e noi pu zbasu ti noi nolzda}

Lojban words can't start with {'}, but they can start with {x}; lojban words tend to avoid the schwa except where necessary for word construction, so either dropping the "h" or repeating the starting vowel or using a {x} is probably preferable to starting with a schwa.

You shouldn't make it a fu'ivla (IMHO) because it has limited utility; you can make something called a "stage-2 fu'ivla", which is really just a glorified name, by taking the name and prepending {me} to it (e.g. {me la xaxamanic}, which means "one of the ones referred to by the name 'xaxamanic'").

**In this case, I will make this a fu'ivla. If I wanted to refer to just Achaemenes himself, I would say "la 'axamanic." to make it a cmene, correct? Also, I am having a feeling that words in Lojban cannot start with /h/, and if this is indeed the case, would I want to add a schwa at the beginning?

English translation of original Old Persian:
Darius, great king, king of kings, king of countries, Hystaspes' son, an Achaemenid, who built this palace.
