If you follow the gi'uste order, yes, but I tend to ignore it when it makes no sense. There are not many official argument places that I regularly skip, but another one that comes to mind is the x3 of "traji".
 
anyway how to fill satci1, satci2, satci3?

x1 is anything that has property x3 (or x2 for me) exactly, i.e. without any fuzziness or approximation involved:

lo jubme cu satci lo ka ce'u mitre li re
"The table is exact in measuring 2 meters." 

li re cu satci lo ka lo jubme cu mitre ce'u"
"2 is the exact measure of the table in meters."

"To precision x" is something like the "by standard" places, normally not useful and better added with a tag if needed.
