I'm fairly certain it needs a la'e either way, because you're not pushing a number nor a math _expression_, you're pushing buttons on a phone in the order 9-button, 1-button, 1-button, in order to reach emergency services, the latter of which is what is being referred to by "911"- or "999" in the U.K.

Also, I think {klagau} fits the idea of "Call 911!" better than {catke}.
