turni1 is something which governs a populace a/o territory. It makes no distinguishment about whether that something is a person, system, or anything else which can govern. It is quite possible that in some instances, lo turni is a person, while in others, it is a system.

It's a statement to argue about (whether a place can take more than one variable type and whether this is the case; the same question about {xu lo kagni ka'e prenu}).

That which governs present day U.S. is a system. That which governed ancient Egypt was a person. That which governs a business is a committee. Three different types of thing, all of which are capable of being turni1.
