If "cai" is 100%, then what is "sai"?
go zo sai du xo ce'i gi zo cai du panono ce'i

This is so wrong that camxes won't even acknowledge that I input
something! u'i

To convert a number into a sumti, you have to use {li}: {li panono ce'i} "one hundred percent". Then you can use it as an argument of {du} or any other selbri.

{sai} is weaker than {cai}, much weaker (although it might depend on the speaker). {cai} is so crazy strong that it's rarely seen. When you do see it, then you can expect that something extreme has occured. I've only used {cai} about three times in my life so far. It's hard to express them in percentages. {sai} is strong, but {cai} is off the charts. :)

Maybe {ga nai zo cai se mapti li panono ce'i gi zo sai se mapti li xo ce'i}. (or just {ma} in place of {li xo ce'i})
