It means "the question is invalid". It's the canonical example to
"have you stopped beating your wife yet?".
Also, and while this is criticism it's not of you specifically but
at a general trend around here, when one is thinking "How do I use
this Lojban cmavo?", there's this thing called the CLL? That, umm,
that's sort of the *point* of it? So maybe you could check that?
