I think the hardest part would be to define all those rules. Have you put any more thoughts on them?

What i think is important is to identify all those structures that are relevant for typesetting the text and then a separate set of rules could specify how each structure should be rendered.

One could parse the output of jbofihe or camxes to create the HTML or TeX version.

If you already have an initial set of rules, I'could try to whip up a prototype script for doing the conversion.
