Well, that's in a language I don't speak, and I don't know anything
about Anki internals anyways.
You may want to make sure you have the latest Anki.
Also, I've put the zip files up at
http://teddyb.org/~rlpowell/hobbies/lojban/anki_flashcards/decks/ so
they can be imported directly.
If none of that works, you'll need to talk to the Anki people.
