I think "do pilno ma poi karce" would expect an answer like "lo
marce", i.e. something more general than cars that can be restricted
to cars:  "mi pilno lo marce poi karce", "I use a vehicle which is a
car".

But the answer has to take into account the full form of the question,
so I would say it's the answer that is wrong, not the question. I
think the question is just slightly odd in that it doesn't seem to
have very natural answers.

Not necessarily.  The answer could be "ta", accompnaied by a point.  Or "le xunre".  Those both work.   Or even "no da".

Yes, "lo ma karce" is closer to "Whose car?", but not exactly the
same, since "ma" could be any sumti, not just a reference to a person,
so you could answer "lo ma karce" with "lo spofu tergu'i". "Which
car?" "The one with the broken light".
