"pe" is the way of attaching a prepositional phrase to a sumti. "ne" is 
to "pe" as "noi" is to "poi". Here's my example showing the difference 
between attaching a prepositional phrase to a selbri and attaching it to a 
sumti:

mi viska lo renro pa'o lo canko
I look through a window and see a thrower.
mi viska lo renro be pa'o lo canko
I see someone who throws through a window.
mi viska lo renro pe pa'o lo canko
I see someone who throws and is stuck in a window.
