I think a tanru could work in many cases. Indeed "A meta-x1 is an x1 of-type x1." looks very much like the definition of a tanru.
eg meta-mathematics = a maths about maths = cmaci cmaci = cmaci be lo cmaci
meta-question = a question type of question = preti preti = preti be lo preti
