One alternative rule which hopefully will be considered
when the BPFK gets to it is discussed here:

The proposed rule is that cmene not only end but also
start with a glottal stop, thus making any other restrictions
unnecessary.

The main advantage of this rule is that at least in writing
it won't be violated, the way the "la" rule permanently is.
