Not necessarily - e.g. the answer to {le mi palku cu zvati ma} could be 
{le xotli} "at the hotel", where the answer simply fills in the blank 
asked for by {ma}. So the answer need not contain a selbri. {.uisai} is 
also a complete utterance.

But in general, "useful" sentences (that aren't simply answers to 
questions or attitudinals) will generally have a top-level selbri, in 
my opinion.
