{na} for "one" reminds me of Loglan numbers. If I remember
correctly they are:

1 ne (oNE)

2 to (TwO) 
3 te (ThreE) (TrEs)

9 ve         (nueVE)

Easier to learn, but also easier to confuse in actual use.

It is? It seems extremely metaphorical to me. 

li papaci'e cu jimte lo nu mi se salbu lo valsi
11% is a limit/bound/extreme of my knowing words.

?

Maybe {kuspe} gives a better metaphor:

lo nu mi se slabu lo valsi cu kuspe li papace'i
"My knowing of words extends over 11%"
"11% is the extent to which I know words."

But {papace'i lo valsi}, "11% of the words" is
much more straightforward.
