I think it is correct to say that {le citsi} modifies
the tense. Tags always modify the whole bridi. Tag 
complements (i.e. the "tagged sumti") are really 
further specifiers of the tag, providing a reference 
point or some other additional info for the tag.
(This is one way of viewing it anyway.)
