What does x4 mean?

x2 is not a country, so {la moskov. cu tcadu le rukygu'e} doesn't work.

Moscow in surrounded by its region, but is not a part of it.

So...

x1 - {la moskov.}
x2 - the towns bordering it?
x3 - {le rukygu'e}
x4 - Moscow region or ?
