Yes, there is. #lojban on irc.freenode.net. There's also a web interface at http://lojban.org/irc/ , but it seems to be broken right now. I don't know if it's going to be fixed any time soon or not. Feel free to join us there, whether you want to actually chat, or just sit and watch. We're friendly. Come try out your lojban; we won't mock you.
