I'm more involved with Ruby itself than Rails.
Briefly: Ruby is a dynamic OOP language similar to Python.
Ruby on Rails (or just "Rails") is a web development framework
that is fairly slick and is getting a lot of attention lately.

Obligatory on-topic comment: In my spare time I'm playing around
