I assume you're talking about jbovlaste.

The issue is that there needs to be a vote in both directions for
the words to show up in the search.

I don't get a result for "pelnimre" *or* "lemon", so I'm not sure
what you're doing.

The only way to see words that haven't been voted on is to look at
http://jbovlaste.lojban.org/dict/listing.html or
http://jbovlaste.lojban.org/natlang/listing.html
