Most of the rafsi are also cmavo.  Rafsi and cmavo are used in totally different environments, rafsi always (and only) as elements of a lujvo, and cmavo never as elements of a lujvo (unless the rafsi of the cmavo is the same).  Some cmavo have rafsi, but the rafsi do not always have the same form as their cmavo.
